“When did we become the Republic of Kowtow?”
The Philippine and Chinese governments signed several agreements yesterday with the arrival of President Xi Jinping, but Former Deputy Speaker Lorenzo “Erin” Tañada lamented “the apparent lack of Filipino advantages in all of these agreements touted by the administration as critical to Filipino development.”
“What’s in it for the Pinoys? Chinese loans are more expensive, so that is not the benefit. Chinese grants for infrastructure projects are just vehicles for exporting Chinese labor and expanding the business of Chinese construction firms, so that is not it either. What is left, then? Is the benefit just Chinese money? And at what price?”
“The question foremost on the mind of every Pinoy with this visit from President Xi Jinping is: why are we playing Chinese checkers with the Chinese, when we should be playing sungka? We are playing the game they invented, so naturally we are at a disadvantage; nothing could be more obvious from these signed agreements,” Tañada said.
“All I see from the agreements are successes for the Chinese—our issuing panda bonds, the Chinese industrial parks, the authority to operate for the ICBC (Industrial and Commercial Bank of China), the organization of the Renminbi-Peso Forex Trading market—the fruition of China’s plans to be our top trading partner, main importer of goods, and now biggest lender. What I do not see is any real and clear benefit to the Filipino people.”
“I would have wanted the government to first leverage Pinoy jobs and businesses before inking more big deals with the Chinese like the loan for the Kaliwa Dam Project, the management consultancy for the North-South Railway Project-South Line, and the Bridge and Road Project in Marawi.”
“In the first place,” continued the senatorial aspirant, “why are we executing new contracts with the Chinese when we have yet to see the benefits of contracts we previously signed with them? How many Filipino jobs were created by the Chico River Pump Irrigation Project, and what did Pinoy livelihoods get out of the loan? Which of our local businesses benefited? And have we even computed the costs of diverting the river to the livelihoods of the people of Bontoc and Kalinga, on top of the 2% interest on this loan?”
“What about the export of Chinese workers to our country when we have a surplus of labor, and hundreds of thousands of Pinoys go abroad to work every year? Has our government considered asking China to extend to us the same labor exchange arrangement as Vietnam?”
“And as for the MOU on oil and gas development, did it come with any concession at all from the Chinese as to our claims in the West Philippine Sea?”
“The trouble with the relationship that this administration has built with China is that it equates realpolitik with Filipino subservience. We have key officials saying, ‘China is already in the West Philippine Sea, so there is nothing we can do about it,’ or ‘China’s BRI is already well under way in the rest of Asia, we might as well get on board,’ or ‘China will give us grants anyway, so we should take out loans with interest rates 1,100% higher than other loan sources’,” Tañada lamented.
“We have been rolling over for the Chinese these last two years; I am not surprised this visit ended with signed agreements that are all points for Team China. But, tell me, when did we become the Republic of Kowtow?”

“Unsa man ang para sa mga Pilipino anang mga kasabutan? Ang mga pautang sa Tsina kay mas mahal. Ang mga paghatag og katumanan sa Tsina para sa mga proyektong pang- imprastraktura kay pamaagi lamang para sa pag- export sa mga Intsek nga trabahante og pagpadako sa mga kumpanya sa konstruksiyon sa mga Tsino. Kung mao man, unsa man gyud ang kaayohan ni Juan dinha? Kwarta Lang ba sa Tsina? Ug unsa man pod ang i-puli nato?
“Ang pangutana sa huna-huna sa matag Pilipino aning pagbisita ni Pangulong Xi Jinping kay, nganong kita nakigdula sa Chinese Checkers, nga mas hinay nato ang sungka? Imbento sa mga Intsek ang Chinese Checkers, natural lang na mas kamao sila ana. Klaro naman kong tan-awon nato ang mga pinirmahang kasabutan.
“Ang kana na mga kasabutan kay klaro nga kadaogan para sa mga Intsek — ang pag-isyu sa mga panda bond, ang pagtukod sa mga industriyal na Parke para sa mga negosyong intsek, ang pag abri dinhi sa ICBC (Industrial and Commercial Bank of China), ang pag tukod sa merkado para sa kalakal sa Renminbi og peso. Kini tanan kay resulta lamang sa mga plano sa China na mahimong kinaunahang kasosyo sa kalakalan sa Pilipinas, kinaunahang destinasyon sa mga produktong Intsek, og karon, ang pinakadakong tig pa-utang sa ato og kwarta.
“Ang wala nako nakita, ang tinuoray og klaro na kaayuhan sa mga Pilipino. Maayo unta lang nga naay bisan gamay na pagdapig sa mga trabaho og negosyo sa mga Pilipino sa wala pa gipermahan sa atong gobyerno ang mga bag-ong kontrata pareha sa pautang para sa Kaliwa Dam Project, ang pangatungdanan sa North-South Railway Project-South line, og ang proyekto para sa dalan og taytayan sa Marawi.
“Una sa tanan, ngano man pod nga nipirma man kita sa mga bag-ong kontrata sa mga Intsek nga wala pa nato nakita ang mga benepisyo sa mga niaging kontrata nato? Unsa ba kadaghang trabahong Pilipino ang nabuhat sa Chico River Pump Irrigation Project? Unsa ba ang benepisyo sa kana nga inutang sa pang panginabuhi sa mga Pilipino? Asa sa atong mga lokal nga negosyo ang nakapahimulos? Og gikwenta naba nato ang gasto og nadaot ana sa panginabuhi sa mga taga-Buntoc og kalinga, og giapil na sa 2% interes sa utang? “Kumusta naman ang pag-export sa mga trabahanteng Tsino sa ato, karong naa na kita’y subra na mga trabahante, og gatosan kalibo nga mga Pilipino ang nangadto sa gawas sa nasod kada tuig? Gisulayan man lang ba natong pangayuon sa Tsina ang usa pa nga kasabutan para sa pakigbaylo og trabahante, pareha sa Vietnam? Aduna man lang ba’y konsesyon gikan sa Tsina mahitungod sa pag panag-iya nato sa West Philippine Sea, isip baylo sa pagpirma nato sa MOU sa krudo og gas?
“Ang problema sa relasyon nato sa Tsina kay pagtuo ani nga administrasyon nga pareha sa praktikal ang naay batasang- pagpa-ulipon sa Pilipino. Giingon sa mga opisyal na, naa sa kanlurang Karagatan na ang Tsina, mao nang wala na kita’y mahimo parti niana, o ang BRI sa Tsina kay nakalatag na sa tanang Asya, mao nang musakay nalang pod ta, o – di kaha naay puli namo nga ihatag gikan sa Tsina, ok lang nga switik ang interes sa mga utang. “Natuyok na kita sa mga Intsek adtong niaging duha Ka tuig. Dili na kurat nga kining bisita kay natuldokan sa mga kasabutan nga puros puntos para sa Team China. Pangutana Lang pod nako, abi ba nako’g republika sa Pilipinas ang atong Nasod?
