The Liberal Party of the Philippines expresses its unequivocal support to the Philippine Economic Stimulus Act (PESA), which has been approved at the committee level of the House of Representatives and due for plenary discussions.
Co-authored mainly by Marikina Representative Stella Luz Quimbo, a renowned economist, the measure is a thoroughly-studied and well-crafted proposal aimed to help us recover from the economic slump arising from the COVID-19 pandemic.
The proposed P568-billion stimulus package is comprehensive as it addresses both the COVID-19 health crisis, through massive testing, and the resulting economic difficulties faced by the most vulnerable sectors.
PESA aims to protect workers from the risk of job loss by ensuring business continuity and reviving business, and consumer confidence. It is laser-focused on MSMEs, who will have the most difficulty coping with the impact of the pandemic.
It puts forward transitional measures that will get money into people’s hands such as wage subsidies, interest-free loans, loan guarantees, expanded cash-for-work programs, and assistance to students. This will provide support in the short term as we re-open our economy. It also provides programs for critically impacted sectors such as tourism, trade, and agri-fishing, which are key drivers of inclusive growth.
PESA also looks to the long term and proposes structural reforms, such as improved infrastructure for health, education, and agriculture. The COVID-19 pandemic has been a wake-up call for the need to improve our economy’s resilience.
After the shock, we all ask when the Philippine economy will get back on track. The Quimbo PESA bill offers us the first steps forward, not merely to the normalcy of the past, but perhaps to a better, more empowering, more compassionate future.
We fully and unequivocally support the passage of the Quimbo PESA bill into law.
Ipinapahayag ng Partido Liberal ng Pilipinas ang aming buong pagsuporta sa Philippine Economic Stimulus Act (PESA), na naaprubahan sa komite ng Mababang Kapulungan at nakatakdang isalang sa plenaryo.
Pinangunahan sa pag-co-author ni Marikina Representative Stella Luz Quimbo, ang panukalang batas ay pinag-aralang mabuti at masinsing binuo na may layong hindi masyadong maging matindi ang dagok sa atin ng pagbagsak ng ekonomiya dulot ng pandemya na COVID-19. Si Quimbo ay batikang ekonomista.
Ang panukalang P568-bilyong stimulus package ay komprehensibo sapagkat tinutugunan nito ang krisis sa kalusugan sa pamamagitan ng malawakang testing at pati ang paghihirap ng mga sektor na pinaka-apektado.
Nilalayon ng PESA na protektahan ang mga manggagawa, sa pamamagitan ng pagsiguro na tuluy-tuloy ang negosyo at may kumpyansa ang mamimili. Nakatuon ito sa mga MSMEs, na kabilang sa mga pinakamatinding tinamaang sektor sa pandemyang ito.
Pinapanukala nito ang mga pantawid na hakbang na magbibigay ng pera sa mga mamamayan, sa pamamagitan ng mga wage subsidy, walang-interes na pautang at loan guarantees, pinalawak na cash-for-work program, at tulong sa mga mag-aaral. Ang mga hakbang na ito ay magbibigay ng suporta sa mga nangangailangan para mabuksan ang ating ekonomiya. May mga programa din ang PESA para sa mga sektor tulad ng turismo, negosyo, at agrikultura na susi sa pag-unlad ng ekonomiya para sa lahat.
Tinutugunan din ng PESA ang mga pangmatagalang solusyon sa pamamagitan ng mga repormang magpapabuti ng ekonomiya tulad ng dagdag na imprastraktura para sa kalusugan, edukasyon, at agrikultura. Ang pandemyang ito ay tanda na dapat na nating pahusayin pa ang economic resilience ng bansa.
Matapos ang matinding dagok, lahat tayo nagtatanong kung kailan maibabalik-ayos ang ekonomiya ng Pilipinas. Inihahandog ng Quimbo PESA bill ang unang mga hakbang pasulong, hindi lamang para mapanumbalik sa normal ng nakaraan, ngunit marahil para sa isang kinabukasang mas maayos, mas nakakapagpalakas, at mas madamayin.
