Senate Minority Leader Franklin M. Drilon commended Sen. Bam Aquino for initiating the fight to suspend the implementation of excise tax on petroleum products under the TRAIN Law in Congress.
“I commend Sen. Bam Aquino for initiating the fight in Congress. The Senate and the Filipino people have seen Sen. Aquino’s persistence and resolve in providing relief to the Filipinos, especially the poor hit by inflation,” said Drilon.
Sen. Bam’s Senate Bill No. 1798 or the Bawas Presyo sa Petrolyo Bill is the only measure in the Senate that seeks to amend the TRAIN Law and was filed as early as May 2018.
The measure aims to protect Filipinos from the surge in prices by removing TRAIN Law’s tax on fuel when inflation rate surpasses the government’s inflation target for three consecutive months.
Sen. Bam, one of four senators who voted against the ratification of the TRAIN Law, has formally addressed his fellow senators in three privilege speeches over the past 6 months, urging them to pass the measure for the suspension and rollback of the said fuel taxes.
The opposition later joined Sen. Bam’s fight when it filed Senate Joint Resolution No. 15, which seeks to suspend the excise tax under the TRAIN Law and mandate the rollback of levy on fuel to December 31, 2017 rates.
Meanwhile, Sen. Drilon welcomed the government’s decision to stop the collection of excise tax on petroleum products under the TRAIN Law in 2019.
“It’s a welcome move and it is the right thing to do, particularly in light of the unabated increases in the prices of basic commodities and transportation cost,” said Drilon.
“I am glad that finally, the economic managers have acted on a growing call to suspend the implementation of excise tax on petroleum products under the TRAIN law in 2019,” the Minority Leader added.
Drilon is hopeful that the suspension will alleviate the difficulties being faced by everyday Filipinos.

“Gidayeg nako si Sen. Bam Aquino sa pagpasiugda sa pagpakigbisog sa Kongreso. Nakita sa Senado ug sa katawhang Pilipino nga nagpadayun ug detirminado si Sen. Aquino sa paghatag ug kahupayan sa mga Pilipino ilabi na sa mga kabus nga naigo sa pagtaas sa presyo”, matud ni Drilon.
Ang Senate Bill No. 1798 ni Sen. Bam o ang Bawas Presyo sa Petrolyo Bill usa lamang ka sukdanan sa Senado nga nagtinguha nga usbon ang TRAIN Law ug nga kini gisumite niadtong Mayo 2018. Ang pagsukod nagtumong sa pagpanalipod sa mga Pilipino gikan sa pagsulbong sa mga presyo pinaagi sa pagwagtang sa fuel tax sa TRAIN Law kun ang inflation rate mulabaw pa sa inflation target sa gobyerno sa unang tulo ka bulan.
Si Sen. Bam, usa sa upat ka senador kinsa ningbutar batok sa ratipikasyon sa TRAIN Law, pormal nga nitumong sa iyang mga kaubanang senador sa tulo ka pribelihiyong pagkigpulong sa niaging unom ka bulan, ning awhag kanila sa pagsumite sa sukdanan alang sa pagwagtang ug pagbalik sa gikahisgutang buhis sa gasolina.
Ang oposisyon kadugayan niduyog sa pagpakigbisog ni Sen. Bam sa dihang gisang-at na ang Senate Joint Resolution No. 15, nga nagtinguha sa pagsuspendi sa excise tax ubos sa TRAIN Law ug ang mando sa pagbalik sa levy sa gasolina ngadto sa Desyembre 31, 2017 nga presyo.
Sa pagkakarun, si Sen. Drilon, ningdawat sa desisyon sa gobyerno sa paghunong sa koleksyon sa excise tax sa mga produktong petrolyo ubos sa TRAIN Law sa 2019.
“Kini usa ka pag-abiabi ug kini mao ang husto nga butang nga buhaton, ilabi na tungod sa walay pag-uswag nga pagtaas sa presyo sa mga nag-unang palaliton ug gasto sa transportasyon,” nagkanayon si Drilon.
“Nalipay ko nga sa katapusan, ang mga manedyer sa ekonomiya ninglihok sa nagkadaghang tawag sa pagsuspende sa pagpatuman sa excise tax sa mga produktong petrolyo ubos sa TRAIN Law 2019,” nidugang ang Lider sa Minorya.
Si Drilon malaumon nga ang maong suspensyon maghupay sa mga kalisud nga giatubang sa matag adlaw sa mga Pilipino.
